Procedure of the border crossing by foreign citizens and stateless persons

Foreign citizens and stateless persons (hereinafter referred to as the foreigners) arrive to and leave the Republic of Belarus at border crossing points of the state border of the Republic of Belarus upon submission of the departure document and upon availability of a visa of the Republic of Belarus (hereinafter referred to as the visa), in case otherwise provided by international contracts of the Republic of Belarus.

Foreigners staying in the Republic of Belarus should have a valid passport or other document replacing it, assigned for leaving abroad and issued by the corresponding state agency or authorities at the place of residence of a foreigner or by international organization (hereinafter referred to as the document for leaving abroad), and to present it on request of the representatives of Border Service authorities of the Republic of Belarus, national security bodies or internal affairs bodies of the Republic of Belarus.

Foreigners can freely move through the territory of the Republic of Belarus, except from areas, which require special authorization issued by the internal affairs bodies, other bodies or authorized organizations, or objects which require special authorization issued by administrations of these objects.

Foreigners entering the Republic of Belarus should have money in amount equivalent to no less than 25 base rates for each month of stay determined in the Republic of Belarus on the date of entering the Belarusian territory.
Foreigners entering the Republic of Belarus for a term less than a month should have money in amount equivalent to no less than 1 base rate for each day of stay.

Foreigners entering the Republic of Belarus should fill in the migration card, except for the foreigners who do not need to fill in the migration card when crossing the border of the Republic of Belarus and do not submit them on the ground of legislative acts and international agreements of the Republic of Belarus, which together with documents for leaving abroad should be provided to the official of the Border Service authorities of the Republic of Belarus in the border checkpoint of the Republic of Belarus.
The official of the Border Service bodies of the Republic of Belarus marks arrival of a foreigner in the migration card or document for leaving abroad.

Foreigners who arrive to the Republic of Belarus within three days, except for the days off, state holidays and public holidays, announced by the President of the Republic of Belarus, should register in the registration agency of the Ministry of Internal Affairs, or internal affairs body, or hotel registering the foreigners, under the personal reference or written petitions of inviting organizations.
Registration of a foreigner should be executed upon presentation of the migration card with a mark of an official of the Border Service authority of the Republic of Belarus on arrival of a foreigner, and a document for leaving abroad.

Registration of a foreigner who, in compliance with the legislative acts and international contracts of the Republic of Belarus, does not fill the migration card when arriving to the Republic of Belarus and does not present it when leaving the Republic of Belarus should be carried out based on the document for leaving abroad.
In the Republic of Belarus the foreigner should reside only at the place stated in the register document issued by registration authorities.
When changing the place of residence the foreigner should within three days, apart from the days off, state holidays and public holidays, announced by the President of the Republic of Belarus, register in the registration authorities at new place of residence.

Before the registration expiration, foreign citizens and stateless persons should leave the Republic of Belarus, or renew registration, or duly formalize a permit for temporary visit in the Republic of Belarus, upon receipt of the corresponding visa of the Republic of Belarus.

When leaving the Republic of Belarus, a foreigner should submit the migration card to the official of the Border Service authorities of the Republic of Belarus in the checkpoint of State border of the Republic of Belarus. The official of the Border Service authorities of the Republic of Belarus marks departure of a foreigner in the migration card or document for leaving abroad.

Transit of foreigners through the territory of the Republic of Belarus is carried out not later than two days from the day of arrival to the Republic of Belarus, apart from the case of forced stay.
Foreigners making transit through the territory of the Republic of Belarus by car can use only the international highways of the Republic of Belarus.
Stopping for food, rest and night lodging are possible only in places located on itinerary of travel, where hotels, motels, camping or dedicated security parking areas are situated.

A foreigner should dispose of the assets for covering transit expenses in amount equivalent to no less than 5 base rates, determined for the Republic of Belarus as of the date of arrival to the Republic of Belarus (hereinafter referred to as the base rate) for each transit day.

Foreign citizens or stateless persons who transit through the territory of the Republic of Belarus by railway have the right to get out of trains during scheduled stops.

In case of loss or theft of a passport on the territory of the Republic of Belarus (damage by various reasons) foreigners or stateless persons should immediately contact the nearest internal affairs body, and then inform the nearest consular department of its state for acquisition of a binder (laissez-passer), proving their identity.
