PROJECT IN BRIEF

The project Nr.LLB-1-098 'Fostering Capacity for Tourism Development in Latgale-Utena-Vitebsk Cross Border Region' (BELLA DVINA-2) is financed by the European Union within the Latvia-Lithuania-Belarus Cross-Border Cooperation Programme within the European Neighbourhood and Partnership Instrument.

The Latvia-Lithuania-Belarus Cross-Border Cooperation Programme

The Latvia-Lithuania-Belarus Cross-Border Cooperation Programme which is being implemented within the European Neighbourhood and Partnership Instrument succeeds the Baltic Sea Region INTERREG IIIB Neighbourhood Programme Priority South IIIA programme for the period of 2007-2013. The common strategic object of the Programme is fostering territorial unity of Lithuanian, Latvian and Belarusian border region, ensuring of level of environmental protection, providing social and economic well-being as well as promoting intercultural dialogue and cultural diversity.


Latgale region in Latvia, Panevezys, Utena, Vilnius, Alytus and Kaunas counties in Lithuania; Vitebsk, Mogilev, Minsk and Grodno oblasts and Minsk city take part in the Programme. The common managing authority of the Programme is Ministry of the Interior of the Republic of Lithuania. The web-site of the Programme: www.enpi-cbc.eu

Budget of the project “Bella Dvina 2”:

The total budget of the project equals 1 789 387 EUR. 90% of it -1 610 448,30 is co-financed by the EU.

Overall Objective of the Project:

To promote tourism development in Cross Border Region of Latvia, Lithuania and Belarus through joint cross border approach to fostering tourism export and production, promoting cooperation among tourism sector specialists.  

Specific Objective of the Project:

1. To develop and promote joint tourism traditions in the Cross Border Region of Latvia, Lithuania and Belarus by organizing joint tourism events in Latgale-Utena-Vitebsk region.

2. To improve public infrastructure for joint tourism activities – to make investments in required equipment and reconstruction / construction of tourism information centers, public recreation objects for joint tourism activities in Cross Border Region of Latvia, Lithuania and Belarus.

8-9 April 2009 – 3rd transnational working meeting of the EU-project “Bella Dvina” took place in the Polotsk Reserve Museum.

3 March 2009 – Polotsk City Executive Committee, together with the National Tourism Agency of Belarus, announced a contest for the best tourist route for the Belarusian-Latvian project “Bella Dvina”.

10 November 2008 – Common Belarusian-Latvian EU-funded project “Bella Dvina” will be presented at the international conference “Tourism development in the Bella Dvina space: national and cross-border aspects” in Polotsk.

8-9 October 2008 – 1st working meeting within the Bella Dvina project took place in Polotsk

Bella Dvina project is implemented within the EU programme “Baltic Sea Region” INTERREG IIIB – Neighbourhood Programme INTERREG IIIA – Priority “South”.

The programme aims to support cross-border cooperation between the border regions of Belarus, Latvia and Lithuania.
